Create a ticket model

modelEndpoint.url must be downloadable by the AMFG servers (see POST /catalogue-model for where to source it). If the url does not end in a clean file name (download endpoints, long pre-signed urls), set modelEndpoint.fileName explicitly. Either modelEndpoint or catalogueModelConfigurationId is required. productionParameterIds is keyed by quotation-form parameter name; the value ids come from GET /production-parameter-field?technologyId=....
